It is the mission of the Upper Pinellas Association for Retarded Citizens, Inc., (UPARC) to enhance the dignity and independence of persons who are developmentally disabled in the Upper Pinellas area. The Upper Pinellas Association for Retarded Citizens is dedicated to enabling individuals with mental retardation and other developmental disabilities to choose and realize their goals of where and how to live, learn, work, and play. UPARC provides developmental training, case management, employment and residential opportunities for mentally retarded and developmentally delayed individuals.
